When your tree was planted it was staked either with one long stake or three short stakes. After the tree has been in the ground for a year the stakes should be removed. If they remain on for too long the roots can become dependent of them and not be able to hold itself up later on in life.
The wires can also cause damage if they remain wrapped around the tree for too long. As the tree grows the bark will try to grow around the wire as the trunk grows. By not removing the wires after a year the wires can be come embedded in the bark and allow pests to get in the bark.
